You only made an innocuous and generalized counter that siting of public utilities is in outskirts of a community.
I wonder where you got that idea. Is there a policy statement on that?
What has come to us is that communities are asked by donors or government to name a site for its public utility. The community, after due consultant will give a site. That's why the Presbyterian church, the Council building at culvert, the market etc are in the heart of the town.
What you are actually referring to as outskirts siting is colonial mentality where the schools, administrative buildings etc are outside the community. Note , these were brought by government or were agencies of government. The people didn't have much say on such siting. That's because they need space and serenity. But churches were not government affairs. So the locals were consulted l. But after independence, the colonial thinking changed. Governments now ask communities for sites for things that benefit them directly.
Most hospitals I have visited are in the heart of the town. The reason is because health is very dear and dire to the locals. FMC Umuahia, ABSUTH, LUTH, Aba general hospital and so many others are sited in the hearts of the towns.
Siting that Isiugwu Ohafia clinic at Omaguzo was an error and our people are paying dearly for it.
On envy or jealousy of Omaguzo bla bla bla. I guess you are just being jocular as actually my family through my grandad owns the vast land of that area, including the Ette Robert compound, your compound. You may enquire. I have a land next to you there which my cousin built on.
But this is patriotism and should not be reduced to parochialism.
