*ABSTRACT*
South East has contributed est $111.5bn + N9.1tn more than received since 1970. This report traces 25 policy decisions.
*RECEIPT 1: UDI IRON ORE AND NIGERSTEEL 1958-1975*
1958: Geological Survey finds iron ore Udi Hills Enugu. Eastern Region Ministry of Commerce starts Nigersteel Company Ltd Emene 1960, first rolling mill. Capacity 18,000 tons. Michael Okpara plants. 1967: Federal government invites Soviet Tyazhpromexport to survey Udi ore. Report: Phosphorus 0.12% too high, not suitable for blast furnace without beneficiation. 1971: Survey finds Itakpe Kogi high grade 36% Fe. 1973: Federal government adopts Itakpe as base. 1979: Ajaokuta Steel Company contract $4.5bn to German-Austrian consortium. Planned capacity 1.3m tons 1984, 5.2m tons final. By 1994 $3bn spent, 84% complete, never produced commercial steel. 2003 Obasanjo concession to SOLGAS $1bn fails. 2008 Yar'Adua revokes. 2016-2023 $500m revamp attempts. Till Oct 2026 no steel. Parallel: Aladja Delta Steel $2bn 1979-82 produced 1979-90 at 20% capacity closed. Osogbo, Jos, Katsina rolling mills each $500m also closed. Total spent on five plants $8-10bn. Nigeria imports $4.2bn steel 2023 NBS. Nigersteel Emene closed 1992 machines sold. 16,000 direct jobs lost in SE alone. Wage loss: N600k avg x 16k x 30 years = N288bn direct, multiplier 5x = N1.44tn.
*RECEIPT 2: COAL ENUGU 1915-2002*
Coal found 1909 Udi by Kitson, mine 1915. 1916 rail PH-Enugu to carry coal to power colony. By 1958 800,000 tons yearly, powered electricity, rail, Nkalagu cement. Eastern Region used coal royalties to build industries. 1970s FG diverts to oil, coal dies. 1995 Enugu coal production 1,200 tons. 2002 NCC liquidation. Enugu has 50m tons reserve still unused while FG imports coal for Ajaokuta.
*RECEIPT 3: NKALAGU CEMENT AND EASTERN INDUSTRIES 1957-1995*
Nkalagu Cement founded 1957 by Eastern Region with 10% federal stake, first cement plant Nigeria, 5,000 workers. Capacity 250k tons. Fed took over 1970s NCC. Mismanaged closed 1990s. Sold to Ibeto 2002 still not working 2026 bush. Same: Aba Textile Mills 1966 70% federal 3,000 workers closed 1990s. Nigercas Emene cashew, Modern Ceramics Umuahia, Glass Aba, Avutu Poultry Obowo 150k birds, Paper Packaging Emene, Enyimba Hotels, Presidential Hotels PH built by East taken by FG. All closed. No federal industry built in SE after 1970 working today.
*RECEIPT 4: OIL, 50% DERIVATION TO 0% 1956-1969*
1956 Shell D'Arcy oil Oloibiri now Bayelsa but under Eastern Region admin. Oguta 1958, Egbema 1959, Imo River 1960. 1963 Constitution Section 140: 50% mining rents/royalties to region. East used to build UNN 1960 £1.5m without FG kobo. 1967 Biafra Decree Shell-BP pay £7m royalty to Enugu. Shell paid £250k token to Biafra £1.5m to Lagos. 1969 Petroleum Decree Gowon: All oil vested in FG, derivation zero. 1971 offshore ownership. 1999 Constitution 13% derivation but SE oil communities moved to Rivers/Delta by boundary adjustment 1976-1996 lose even that.
*RECEIPT 5: £20 POLICY JAN 1970*
Central Bank circular Jan 20 1970: All Biafran currency invalid. Every Igbo who operated bank account before war no matter balance gets £20 flat. Eastern Nigerian accounts: Bank of Biafra had £15m, commercial banks £35m = £50m total seized. In 1970 £50m = $120m = N60m. Today value: inflation UK 25x, interest 50 years 100x, plus lost capital multiplier: $6.5bn conservative. World Bank says capital destruction led to 40% SE businesses never reopening. Take-off capital wiped.
*RECEIPT 6: ABANDONED PROPERTY 1970-2026*
Rivers State Edict 1970 abandoned property: Over 10,000 Igbo properties in PH declared abandoned: Diobu 3,500 houses, Borokiri 1,200, Old GRA 800, Trans-Amadi industrial. 1970 average value £3,000 = £30m total = $72m 1970. PH land appreciation: 1970-2026 GRA plot £2k to N500m ($300k) 150x. Buildings multiplier: $100bn today conservative (10k x $10m avg). Rent lost 56 years: N1.2tn. No compensation. Lagos abandoned property commission paid Yoruba, but Rivers commission sold. Supreme Court 1970s upheld edict.
*RECEIPT 7-9: REFINERIES, PETROCHEMICAL, GAS*
4 federal refineries: PH1 60k bpd 1965, PH2 150k 1989, Warri 100k 1978, Kaduna 110k 1980. Kaduna built to refine Eastern crude specifically to avoid refinery in East - 600km pipeline from Escravos-Warri-Kaduna. SE today produces 30k bpd Ohaji/Egbema Imo, Oguta, Anambra Orient. Zero federal refinery. Private Orient 2012 licence 55k planned 3k modular struggling no crude allocation. WalterSmith Ibigwe 5k. So crude trucked north.
AKK 614km $2.8bn: Source Ubeta, Ohaji/Egbema, Imo. Route 1,100km total: Starting Imo, no valve in Imo/Abia, first valve Ajaokuta Kogi industrial park, then Abuja, Kaduna, Kano get 1,000MW power, fertilizer. Aba Ariaria 30k SMEs need 100MW gets 20MW. Diesel cost N50/kwh extra x 80MW shortfall x 24 x365 x20 years = N701bn extra cost.
Petrochemical: Eleme PH petrochem $1.3bn 1988 built with Eastern gas, now Indorama. No petrochem in SE.
*RECEIPT 10-12: RAIL*
1916 PH-Enugu 243km built to carry coal. 1926 to Makurdi. 1932 to Kaduna linking North. 1958 Eastern line 1,140km to Maiduguri. 2026 status: West Lagos-Ibadan standard gauge 157km N1.2tn completed 2021 working. Central Abuja-Kaduna 187km completed 2016 working, Itakpe-Warri 326km completed 2020 working. East PH-Aba-Enugu-Makurdi-Maiduguri narrow gauge bushy, rails stolen 40%, bridges collapsed Ovim. CCECC contract 2021 $3bn Eastern rail rehab started PH-Aba 63km 60% done 2023 stopped lack of funds. Kano has had rail since 1912.
*RECEIPT 13-15: PORTS*
Oguta: History 1854 Royal Niger Company berthed, 1950s trade 30,000 tons palm. Orashi River to Degema 40km to Atlantic, depth 4.5m natural, dredge to 6m feasible. 2012 FEC N2.028bn dredge approved under Jonathan, contractor Simidia S&I, N800m released, silted again. May11 2023 Osinbajo flag off. Sept25 2023 Navy hydrographic survey completed: Charted 120km, depth 1.5-4m, recommended EIA, dredge to Bonny via Onne shorter than Degema, cost N15bn. Submission to Uzodimma Abuja. Oct2026 no EIA, no procurement.
Onitsha River Port 2012 N5bn built idle 14 years no concession till 2023 Universal Elysium 30 years but no cargo. Calabar Port dredge to 9.5m 2006 $56m NESTIM never achieved only 3.5m draft.
Isiala Ngwa Dry Port gazetted 2006 by Obasanjo as SE dry port for Onitsha/Aba, 50 hectares acquired, only fence. Kano Dry Port Dala 20k TEU working, Kaduna dry port.
*RECEIPT 16-18: STATES, LGA, FAAC*
1976: 12 states to 19: SE gets 2 states Anambra, Imo. 1987 21 states: SE still 2. 1991 30 states: SE 4 (Abia, Anambra, Enugu, Imo). 1996 36 states: SE 5 (Ebonyi added) others 6-7. Only zone with 5. LGA 1976 301 LGAs SE 39, 1989 453 SE 60, 1996 774 SE 95 vs NW 186 Kano 44 alone. FAAC: Federation Account Allocation Committee sharing formula: Equality 40%, Population 30%, Land 10%, IGR 10%, Derivation 13% for oil. Equality: SE 5/36=13.88% NW 7/36=19.44% diff 5.55%. At N400bn monthly average 1970-2026 672 months: N400bn x40% =160bn equality pool x5.55% diff = N8.88bn monthly shortfall x672 = N5.96tn + interest = N7.46tn. Ecological fund equality not need SE 2,500 gully sites Agulu-Nanka 66m deep largest Africa but same as desert Borno.

Divisions: 1 Div Kaduna 1964, 2 Div Ibadan, 3 Div Jos, 81 Div Lagos 2000, 82 Div Enugu 1975 only SE division. 6 Div PH 2016, 7 Div Maiduguri 2013, 8 Div Sokoto 2016, 4 Special Forces Doma, etc. Now 12 divisions SE only 1 covering 5 states 31m people 29,388 sq km. NW 2 divisions. Training: NDA Kaduna 1964, Depot Zaria 1924, Jaji 1976, Bauchi Armor, Kachia Artillery, Kontagora, Ilorin 22 Armoured, Owena Cantonment Ibadan. No training school in SE except 82 Div. Research 2023 defence headquarters most installations concentrated North. New barracks 2026 Abuja, Ekiti, Kogi, Osun completed, Ebonyi only SE.
*RECEIPT 20: FEDERAL JOBS*
Federal Character Act 1990 Section 7: Each state 2.5-3%, zone 15-18% but SE with 5 states 18-22% to balance. Reality: Head of Service data 2024 Permanent Secretaries 43: NC 8 (19.5%), NE 7 (17.1%), NW 7 (17.1%), SS 7 (17.1%), SE 6 (14.6%), SW 6 (14.6%). Directors 2023: SE 12.3%. Agencies: FIRS 2022 SE 9%, CBN SE 8%, NNPC SE 7%. Recruitment by waiver: FCSC 2021 recruited 1,000 no advert, SE 90 slots. FCC circulars show SE underrepresented 30 years.

Federal roads: Enugu-PH 180km awarded 2013 Arab Contractors N80bn still 60% 2026. Enugu-Onitsha 110km N32bn 2014 still potholes. Aba-Ikot Ekpene collapsed since 1990s. Umuahia-Ikot Ekpene same. Lagos-Ibadan 127km reconstructed twice N500bn completed. Abuja-Kaduna-Kano N797bn completed 2023. Second Niger Bridge 1.6km N336bn completed Dec 2023 only federal bridge tolled N1,500 per car. Third Mainland 11.8km free, Carter free, all northern bridges free. Toll projected revenue 10k vehicles daily x N1,500 x365x30 = N164bn Igbo pay to go home.

200 checkpoints SE: Abia 37, Imo 30, Anambra 30, Enugu 40, Ebonyi 40, border. Onitsha-Enugu 105km 25 checkpoints avg every 4km. PH-Aba 60km 30 checkpoints every 2km. Cost: Commercial bus N100-N500 per checkpoint x 25 = N2,500-N12,500 per trip extra. Truck N2,000-N5,000 per checkpoint x30 = N60k-N150k. FENRAD 2022 monitoring: SE checkpoint extortion N1.3tn nationwide, SE share ∼40% = N520bn 10 years = N1.04tn 20 years but conservative N365bn used. Youth profiling: Laptop = Yahoo, phone searched, POS transfer N10k-N200k. Former Anambra Commissioner valedictory 2023 confessed posting economically viable. *WHY YOUTH EVERYWHERE & CAN NIGERIA DEVELOP?*
Push: No factory, no land SE smallest 29,388 sq km density 400/km2 vs North 80/km2, no port/rail/gas tap to trade, no federal job, checkpoints hostile, no presidency to complain. So leaves economic exile. Effect on Nigeria: Loses trading network inflation, brain drain doctors, insecurity idle youth + no factory = anger vacuum, cannot be unified market, economy stagnates.
